MXKEY users - FREE DCT4 RPL (all ASIC) for full month SEPTEMBER (no need credits)

Since the problems with DCT4 RPL automatic server of MXKEY was not
solved 100% and after many requests, i decide to give you FREE (no need
use your credits) DCT4 RPL (all ASIC supported, including ASIC 11) for all
this month September 2009.

~ client time will be checked before signatures generation to avoid duplicate error request.
~ date-time issue bug on server side fixed.
~ no messages will be displayed if signatures invalid when working in FREE module(siemens).
Redesigned, Modules Manager page

~ ping check removed, so there will be no more firewall problem.
